What appears to be a Rocket Raccoon variant almost appeared in Loki's TVA. The third MCU Disney+ show introduced viewers to the Time Variance Authority, and with it the idea of variants - versions of the same character from different timelines. Aside from Loki himself, viewers were also introduced to Sylvie, Classic Loki, Boastful Loki, Kid Loki, Alligator Loki, and many more besides, with the potential for plenty of others not shown on screen.
Similarly, across the TVA there were a range of different creatures and alien species, some of which were very familiar to MCU audiences. Early on, a Skrull was shown in the TVA, while there was also what may have been a Flerken. With the focus kept more on Loki, though, it didn't lean too heavily on the familiar creatures, but it did almost include some other references.
Disney+'s documentary Assembled: The Making Of Loki takes a dive behind the scenes of the show, and with it the influences behind the TVA. It touches on some of the many aspects that went into creating the aesthetic of the organization, such as David Lynch's Dune being the inspiration for the time doors, and also includes some shots of things that didn't make it into the series. When looking at the TVA's queueing area, concept art is shown that includes, among other things, what looks like a version of Rocket Raccoon. While this could be another of Rocket's species, the fact that it's a walking raccoon in the TVA would fit with being a Rocket variant. The image includes plenty of other aliens, including a Skrull, what could be another of Mantis' species, and characters who may be part of the Ravagers.
While it's easy to see why Rocket Raccoon's variant didn't make it into the show - it doesn't add much beyond being a fun Easter egg, and might've been too distracting for viewers - it isn't implausible that Rocket would end up in the clutches of the TVA. After all, prior to meeting Star-Lord and forming the Guardians of the Galaxy, Rocket was travelling around the universe as a criminal, so it isn't hard to imagine him getting involved in something that disrupted the Sacred Timeline and led to the TVA arresting him. Given Rocket's personality, it would be fun to see him going-up against the TVA and trying to take them on, or at least see what he could get away with (their tech, for instance, is something he may look to steal). There was no sign of Groot having also been arrested by the TVA though, so presumably whatever he did didn't involve his talking tree companion.
While Loki didn't include Rocket Raccoon's variant in the end, nor any other versions of characters besides the multiple Lokis, it did hint at variants of other characters. Most notably was mention of a Titan variant, perhaps teasing there was another version of Thanos (supported by the presence of the Thanos-Copter in the Void). The MCU's multiverse is now wide open, so different versions of established characters will become much more of a regular occurrence, though whether a Rocket variant is among them remains to be seen.
